Shahead joins the Bar following 6 years as a Civil Servant in the Cabinet Office, Foreign, Commonwealth and Development Office and 10 Downing Street. Specialising in UK-EU relations, he led policy coordination, development, and implementation in key areas including citizens’ rights, migration and mobility, and social security coordination.

Shahead led the Mobility and SSC negotiations for the Trade and Cooperation Agreement from Downing Street and has regularly represented the UK Government in international negotiations, including with the EU, Member States, and other international partners.

Shahead also spearheaded responses to post-Brexit issues, including the UK’s exclusion from the Lugano Convention, UK-EU COVID-19 travel arrangements, driving license recognition agreements, and policy alignment in FTA negotiations. He worked closely on bolstering cooperation on illegal migration, and latterly focused on developing the strategic approach to post-Brexit mobility challenges.
